Dumb Question: Time of Postings

I've noticed that the time assigned to postings doesn't seem to relate to real time anywhere.  For example, I posted this the first time at 9:40AM EST, yet the time of posting assigned to it by the board's software was 11:45 AM.  Where did the 11:45 come from??

It came out the same as posting time.

Before today it was 2 hours and 5 minutes ahead, now it's 2 minutes behind.

Boy . . . if we can solve serious, earth-shaking problems like this so easily, we ought to get cracking on simpler stuff:  like the Arab-Israeli conflict, the war in Afghanistan, and the American economy.   ::) :P ::)
