11-3-13...MANH CONFINED SPACE BOX 160.

1720 hrs.....2 Res Collapse Task Force's assigned to 80 Lafayette St  bet  White & Franklin St's... a 17 sty NYU Dorm bldg ....BN*1 has a person trapped in a small space between 2 bldgs....a wall has to be breached .

1728 hrs DV*1 returning the Res Collapse Task Forces.

1732 hrs ...DV*1 now requests R*4 & the RES*BN to continue to respond to the scene.

1735 hrs....DV*1 using AH ...the victim is concious but still trapped ....Units are continuing to breach the wall....now requesting LAD*25 & Res Collapse 1 to now respond back to the scene....(Units should not be returned until the victim is removed....RES*BN suggested this on the way but they were returned as per DV*1 now they are playing catch up piece meal ).

1746 hrs DV*1 reports R*1 & R*4 still working to breach the wall which is between a parking garage & the NYU Dorm bldg....they have a small hole & a FAST PAK is being used on the victim as the hole is enlarged....still DWH.

1800 hrs.....DV*1 reprts stil operating w/AH victim is still trapped but concious & using the FAST PAK to breathe.

1812 hrsDV*1 reports victim still trapped....EMS has started an IV .

1825 hrs DV*1 reports victim has been removed & is being brought to an Ambulance concious & alert EMS has monitoring equiptment in place....duration 1 hr 15 min....PWH.

NY 1 REPORTING THE VICTIM WAS THERE FOR A DAY & A HALF BEFORE DISCOVERY..... Questions Remain After NYU Student Was Rescued From Shaftway

Investigators are still trying to figure out how an NYU student got stuck between two buildings on school property over the weekend.

School officials say friends of Asher Vongtau, 19, reported him missing Sunday morning.

NYU public safety officers eventually found Vongtau stuck in a shaftway between a dorm at 80 Lafayette Street and an adjacent parking garage.



Vongtau did not live in the dorm where he got stuck.

It took firefighters a little over an hour to cut him loose from the shaft.

Fire officials say it was about 18 inches wide.

"It was a two course cinder block wall. Our rescue companies breached the wall with power tools - hydraulic tools. Our Squad company lowered breathing apparatus to the victim to keep him on air while we were extricating him. He was removed alive," said FDNY Deputy Chief Joseph Schiralli.

Vongtau's friends say they got concerned when they hadn't heard from him for awhile.

"His phone was off and he hadn't checked into an NYU building in the last couple of days," said one friend.

They would not have found them for who knows how long and would probably be dead right now," said another friend.

Vongtau was conscious when he was removed from the shaft.

He was taken to Bellevue Hospital for observation.

Vongtau's father tweeted that he was trying to get to New York from his hometown in Nigeria and also tweeted a thank you to the FDNY for saving his son. After he was found, Vongtau's sister tweeted "Still taking everything in myself".

In a statement, NYU said, "The circumstances of how the student came to be in this space are unclear to us. We are very glad to say the least that student was found and rescued"

Higher authority is the Division.

Rescue Battalion has the greater expertise.

Agreed. Way Too Often, the phrase 'No Special Units' is Transmitted and 1 or 2 things happen:
1) Comm's has to Instruct Officers o/s that Dispatch Policy is that Rescue, Squad, etc...
are not to be Returned Until PWH is declared
2) In a rush to Transmit the ever-popular 'No Special Units', o/s  Officer later finds he needs a
Particular Special Unit to stabilize Situation.   ???

I would be willing to bet the majority of the Div & Batt Chief don't truly know all the equipment and capabilities of the Rescues companies , that is why the Rescue Battlion was established . The RB is meant to be the buffer between the two...to confirm to the Div & Batt Chief the the Rescues are indeed operating with in the capabilities of their training and equipment...."Yes Chief ,they can really do that"

There's a big difference between using a couple of motivated truckies with 10lbs mauls to breach a cinder block wall with fire behind it and to strategically dismantle one with a live victim pinned behind it. The Rescue comp have the training experience and equipment...search cams to  determine the victims exact location ,air cart for prolonged use of the FAST pack to protect the victim and phnumatic concrete breakers and drills, which are run off of the onboard compressor on their main rig and their collapse rig. (no fumes from gas powered tools) just for situations like this.

 So yes, the Division is the higher authority but the RB has the intermit knowledge of the tools and capabilities of the SOC companies.

I agree about the knowledge of the capabilities.  At one point in the audio, the dispatcher tells him that Rescue Battalion is enroute, and he was inquiring about the SOC battalion, and the dispatcher had to advise him that Rescue Battalion is the SOC Battalion...

You have to understand that the dispatcher is probably talking to the chief's driver...not the Deputy himself.  The Division firefighter may have been detailed there for the day...and may not have been as well-versed in terminology as you'd expect.  Certainly not a reflection on the "capability" of the Deputy Chief.

o.k., that'd explain the confusion around the RES. Btn & the SOC Btn. It Hardly explains the decision
to Turn Around Rescue, and Collapse Units. I can't imagine a Chief's Driver, New or Otherwise, making That Call with a Victim Pinned bet. 2 Bldg.s  ???
