Does anyone know why they would have B42 relocate to B23 after B23 has already returned all the special units - I would think that would indicate B21 would probably be released within a nominal amount of time. Anybody have any thoughts?

They could always turn them around if the 21 became available.  It doesn't make sense to leave all of SI with just one BC in service.
