In doing some of my own Research on this Debacle, Comm. Roest's Staff was the only Agency to respond, and indicated weeks ago, that they
would be taking (Finally!), a more direct Management Role .

What a wonderfully novel and fresh approach to management!  Actually supervising the contractors who are carrying out a multi-billion dollar engagement!  Why has no one ever thought of this brilliant concept before?  I wonder if it will ever catch on in the non-government world. 

I also wonder how long it will take the City to screw it up beyond all recognition, how much money someone will find missing in a couple of years and how many times the 911  system will fail in the meantime.

IMO, it doesn't matter who's minding the store. The fundamental flaw in the entire system is the same -- they're trying to push 3 square pegs into 1 round hole.

RE: "IMO, it doesn't matter who's minding the store."  I think you hit the nail square on the head; the very heart of the  problem is that no one is ever minding the store and the fundamental flaw that you identified takes off from there.
