They are additional units placed in service for expected periods of heavy call volume or an upcoming weather emergency such as the snow storm NYC is about to get hit with. The units can be turned out from any number of stations, but they try to keep the unit somewhere in the area where the station personnel come from. The academy also does turn out units as the staff are expected to have atleast one tour out in the streets every month. The academy has run units for training the students about to graduate from the academy. So as you can see there's really no set personnel or locations these additional units can come from.

About a little over a year ago the department decided that all personnel must do a tour in a bus. I have family on EMS with almost 23 years in the office/operations who was told she must do ambulance tours.

At first they rode as 3rd person, now it's just 2 on a unit.

Just a note the 60's unit the second number should be the Division 61 for Manhattan, etc.
Also if they don't have enough staff on the Rescue or Hazmat they might run the as a 60 unit.
