What are those white tubes in the entrance to rear of the fire bldg

The white tubes are round bales of waste that have been recycled and are ready for dispatch. The area affected by the fire is obstructed by approximately 1,000 bales that have to be removed manually which they reckon will take up to 12 hrs.
