I'm not a civil engineer so I don't know all the details but overall the inspection messes described in that article are pretty close to what I've seen performed in the states. I'm sure especially nowadays with all the world what access engineers have the procedures are quite close and everybody use the best available practices and equipment.
One thing I did notice in the article and it might've just been left out is that in any major highway structures such as bridges etc. they use epoxy coated rebar to limit corrosion here in the states. Not hearsay do that in Europe or not but I would assume that do. You can easily identify when they are installing it because instead of being plain metal color the rebar is a light green color because of the epoxy.
