As others have said I'm surprised a BC didn't respond with the assignment. I'd also like to know how much went on behind the scenes to authorize this deployment. I'm sure there isn't a mutual aid agreement in effect between Hilburn and FDNY. Unless FDNY has some kind of agreement with Con-Ed for response to their facilities I'm sure there was a lot of conversation before the units were dispatched.

I don't think I've ever heard of a mutual aid run for the FDNY that far.

I know in 1987/89 (?), the FDNY responded to Bridgeport, Ct when a 12 story building under construction collapsed. That run was about 60 miles and they ended up operating there for about a week and a half. It was actually before the first USAR teams were organized.

It probably took that long to get everyone's approval so they could respond! Just being able to contact the right people on the weekend was probably a chore.

Some additional info that was posted on another site which explains the delay...QUOTE..

The fire started Friday evening and the primary concern is runoff contaminating the local river and aquifer, hence the request for purple k. Fdny has purple k in quantity that few places have, and we have good working relationship with con Ed.
Using water and foam would have made runoff A problem where there wasn't one. The burning oil was contained in the equipment so they decided to let it burn off over night Friday, and work in the relative safety of daylight with PK ..UNQUOTE.

The FDNY responded up to White Plains a few years back for a fire in a Con-Ed substation (I believe also a Purple K response). At the same time, White Plains had a multi-alarm fire going at the Bengal Tiger fire on Post Road.

Yes, I believe only E-84 came to White Plains.

On NYCFIREWIRE it stated that Car 11 Frank responded...not sure who that is ...maybe the Foam Coordinator (even though it was Purple K not foam)?

Foam Coordinator is a BC ....not entirely sure of his duties when there is no Foam Response but i am sure he has other projects assigned whether Foam related or not.

Considering his response to this incident, perhaps he's also the Purple-K coordinator?  Is the Foam Coordinator slot manned 24/7?

As far as i know the position is not manned 24/7....i think he works regular hours then is on call for major Foam related stuff.

Here in Pennsylvania our legislature passed a law within the past 10 years that is a statewide mutual aid agree.  Unless you pro-actively notify the state that you want to opt out, you automatically have a "mutual aid agreement" with every other public safety agency in the state.  It makes thing very simple.

Out of state responses are not covered so they are not as smooth.  Baltimore wanted PA companies to respond during riots - the governor approved a temporary expansion to add the city of baltimore for any agency that didnt have a direct mutual aid agreement with Balto. FD.
