When there's a fire alarm activation, commercial or residential, is it the norm to send 1 & 1 on the initial response?

VBCapt yes that is standard.  At that hour a 1 & 1 assignement will be sufficient.  I heard the seat of the fire was in between rows of file cabinets that stack up and the only way to move those rows was by a large hand crank on one side.
L-43 & TL-35 were special called for relief purposes as well.
