Nah.  It's a test rig on the city's new program to save money.  Under the new program, whenever a tower ladder is returning from a run, they stop and empty trash cans into the bucket.  This will relieve the terrible strain on the Dept. of Sanitation.  This was just a test run on the new dumping mechanism.  : 8) :
