Chopped up Apartments

According to the article building inspectors only gain access to these illegal apts 45% of the time now - allege that due process is an issue! I understand the socio-economic problem for the people residing in the rooms but it's really the landlords that should be held accountable for putting these poor people in harms way
How are these situations handled in other jurisdictions? It seems that NYC may need a different approach.
