Does anyone know the history of the HiEx Foam Units?

In 1977, the Shops converted a 1969 Mack MR tractor into a HI Ex Foam unit.

Later a regular Mack pumper was created by the shops:

The 79 Mack you see there served as Engine 308 from 1979 to 1985. It served as the Hi-Ex Foam Unit till sometime in 04 or 05.
