If you don't know what Geo Tagging is then here is a simple explanation.
Using a Digital Camera and a GPS Reciver you can add Lat and Lon cordinates to your photos.
Here is the unit I use it's a Holux M241.
Today there even ones that link right to the cameras. http://www.dawntech.hk/di-GPS/n2.htm
Once you have this data (Photos and GPS Log) You match them up using the time stamps of the photos. Don't worrie there is software that does it all for you.
You can then upload them on to sites like Flickr.com http://www.flickr.com/photos/tbendick/sets/72157619410111140/map/
or use them with Goolge Earth and other mapping programs.
So now how can we use this technolgy in public saftey????
Well one way is disaster assesment. After a large incident such as a major hurrican you could have a crew or two going around photographing and document the damage for review back at the EOC. With the GPS cordiantes you can speed things up and get a bigger picture of what is going on and needs to be done.
