Essentially, it's equivalent to a 10-75.

This is basically correct. It has no guidelines though, other than a minimum of 2 units, one to be assigned as a RIT. The units on it are departmental chosen, what each department believes they need on a working fire from wherever and I have heard an SRN of 8 units before.
