It makes no difference whether a person is sitting in the vehicle or not....it is not a Personal Service Summons it is a Tag Summons.......at an ongoing Fire operation .....block the vehicle in ....have the Dispatcher notify PD Operations .....when PD arrives they can issue the Hydrant Summons...
