Ticket isn't stopping the parking on hydrant issue - people doing that are doing many other vehicular infractions as well, for instance I'm sure they have their E-Z Pass balance up to date (hahaha) - when caught on camera, probably pay the speeding tickets as required (oh yeah), etc. etc., etc...
