Because FDNY uses certain tires. They put them on the tire truck and change tires daily. They don’t change tires they put a whole new tire and spare rim on the vehicles.

Also just an update I am pretty sure tire stops are only allowed to have around 100 tires tops and they had over 1,000 tires…. Plus on top of a gas station numerous violations
