I was wondering what goes into the decision whether to transmit a 10-60 or a 10-66 in a case like this. Was it made a 10-60 because of the collapse?

EDIT - Was reading a bit and I'm now wondering why there wasn't a 10-66 and a 10-60 in this case.

I think even the Queens Dispatcher was wondering why not the 10-66. You could hear the hesitation and then he asked 10-60 or 10-66? When the 13D Aide (?) repeated 10-60, the Dispatcher then transmitted the 10-60. The only thing I could think of was, at the time of that transmission, the firefighter was located and in the process of being removed.
