D-13 10,000 gallon truck with 4,000 gallons spilled. Port Authority has covered the spill in foam. Hazmat 1 is figuring out how to off load the remaining fuel. E302 & E308 are setting up a water relay for Port Authority. B39 will be the Foam Coordinator at the site and B54 will Coordinate the foam units in staging. DWH

D-13 FDNY providing a foam blanket over the foam already down. PA has a ground unit and the foam will protect it. At this time we will transmit the All Hands. We don’t need any other units on scene

D-13 we have an additional water relay set up to refill the PA trucks 1 at a time

How did athing like this happen ???
Having worked the ramp at JFK for cargo and driven those roads, a couple of reasons.
1, the people who work the service contracts are not exactly highly paid. When I was there Dynair, Ogden Allied, and Triangle were the 3 that handled alot of the freight movement from planes, and also baggage a d pushback for smaller airlines. They were a good 2 or 3 dollars or better behind a comparable major airline at the time. Fuel was pretty much the same thing. I think at the time Ogden had the fuel contract. Not sure who does now. The equipment wasn't exactly top of the line either. Still isn't.
2. They get very complacent. Even though the ramp speed is either 10 or 20 mph depending on where you are, it's easy to speed and lose a load or even roll something over. I don't know how many times I've seen a pallet slide off a dolly in a turn, or equipment get rolled. Usually not to this degree. Usually trailers or dollies as they will whip all over the place. Especially in a train.

fast truck would of been assigned on the AH but they said they were all set with the units on scene

Did I read correctly that E260 responded with the Super Pumper ? Is it in service ?
