2nd floor fires in the roosevelt houses (including 128 lewis av) are usually a stretch from the rig.
the 1st floor standpipe outlets are in cabinets that are locked due to illegal drugs were hidden in the cabinets.
and it wasnt uncommon when removing standpipe outlet caps on the upper floors to find drugs in them.
