FDNY measures for unit/apparatus survivability

What is the department’s policy in terms of ensuring no single event wipes out most or all personnel/apparatus that are few in number, such as the Rescues, Squads, HazMat (including the decon shower apparatus), Satellites, Foam, Field Comm, PK, MCC, CTU, and TSU?

Is this question as simple as all dispatchers city-wide being told that they are to never assign more than X-amount of a specific type to an incident under any circumstances, or is it more flexible/on a scale for different categories of incidents?

Certain policies should not be revealed in a certain forum like this. There are always nefarious actors including foreign entities looking for intel to exploit weaknesses
That’s fair enough! I was more asking because it would be a horrible mistake to not have those policies, since we all know what happened to SOC companies and the other special apparatus on 9/11.

I’ve seen SkylerFire say “you’ll never see all five rescue companies at the same box ever again” and it made me wonder if this was some unwritten rule or legitimate policy that dispatchers are taught about during their training.
