Did it say Dr.Archer written in the bottom left corner of the first envelope?

I think the Fire Officer on the Left above is Dr. Archer Chief Medical Officer in FDNY and the only Medical Officer to receive the "James Gorden Bennett Medal." Am I correct? Captain Bob Rainey FDNY Engine 26 retired
