A little back and forth on this one... D1 transmitted the AH but Manhattan advised they didn't have sufficient units to give an AH (1&1). I think they ended up holding with E5/L7 and the special units.
 
I wonder if the "All Hands" meant the units on scene
Definitely an interesting thing to consider. I guess the technical definition for AHW is 3&2 but seems like there should be some way to denote that you're using all present companies...
 
I've been told that the dispatcher will only award an AH to 3&2 of 2&2 with squad.
 
Maybe a new signal should be in the works considering when the signals were first thought of they had no idea that special units would come into play ?? An all hands maybe should consist of a combination of 5 units period ?? Just throwing it out there
