According to various apparatus websites, this is assigned to the Fleet Services Division as a "Prime Mover" (unit #KM16001). That said, it might be multi purpose as you can see it was used for SOC training here:
According to those same apparatus website lists, SOC also has or used to have a Prime Mover (a FreightLiner), used for transporting SOC equipment via flatbed.
