Often High Expansion Foam is used for this type of fire. As far as I know FDNY does not have any real amount of Class "A" foam. Back in the 1980's I was covering in Engine 92 in the South Bronx, and they were testing "Wetting Agents" that were added into the hose lines if needed, via a modified former old "Rapid Water" module. Wetting Agents are a kind water additive that is sometimes used in fighting Forrest and Brush Fires to reduce the surface tension of water to make water soak into whatever it is applied to more fully. I worked great in specific situations; Class A form does much the same. Captain Bob Rainey FDNY Engine 26 retired.

Great picture !! I didn't see any pictures of the fire in Belleville where they stuck a tower ladder right into the fire building.
