Yes, although that was after he had gone through the ranks up to becoming Chief of Department, so in my mind that makes his situation not exactly comparable to a BC becoming 1st Deputy. Not that I have any issue with the appointment, I just don't think they're comparable

Can't speak to the second part but it is very much on the public record that these two chiefs replaced two of the staff chiefs that were targeted by the former Commissioner. I won't use names out of respect for site policy, but one was the Chief of Fire Prevention who was knocked down two ranks...
