Down here in Philly the Commissioner is a firefighter (usually B.C. or above) that is appointed by the mayor. It's not a civil service position and the mayor could appoint a civilian if he/she wanted to. I think the last time a civilian was the fire Commissioner was in the 50's and I doubt that...

Same thing down here for E.1/L.5. They had a hi rise project behind the firehouse and for fun the locals would shoot at the kitchen windows. The project was eventually torn down.

Found this,,the sound isn't very good because of how long ago it was. There was also other jobs including the 3 alarms that you might notice in the back ground.

It's too bad there's not a lot of video except for the local news coverage. I believe there's some audio of the job available.
