    I think it's a seniority thing - they assign 421 and 422 (when needed) to deputies who have time in rank. Now, you may argue that doesn't matter, but I think that's the logic. Furthermore, if you don't like the concept of 421 you probably don't like the concept of the citywide tour commander...

    Thanks. Kind of interesting - this is an 8th Division box with R2. D8 in quarters with R5 - and D15 is closer to the box than R2. Hard to follow why it would be D8/R2 and not D8/R5 or D15/R2. Thoughts?
