On the topic of borough commands, someone can correct me if I am wrong, but I believe the 8th Division parts of Brooklyn (BNs 40, 42, and 43) report up to the SI Boro commander, not the BK Boro commander, because they're in the 8th, and the 8th reports to SI, and alternatively you'd have the BK Boro being responsible for, say, 16 battalions and two an a half divisions, and the SI Boro being responsible for three battalions within half a division. In the weeds, I know. As to why both units responded, I'm guessing one or the other was CWTC.
