I would hope they used foam. Also, in the article it said the tanker had 12,000 gallons of gasoline...I thought a tractor-trailer tanker was around 8000-9000.

they can carry up to 12000 gallons with an special permit
 
This was the second time in recent years that they had a major tanker explosion.  I recall several years ago, when I lived just a few miles from the site of yesterday's crash and explosion, that there was a tanker fire further east around exit 53.  I could see the smoke from where I lived. The tanker burned under an overpass for the Sagitkos Parkway, and the structure had to be closed down and replaced.
