Is a BFU assigned on the initial ticket or have to wait until the All Hands/Special called

The BFUs are only staffed during the day tour 9AM-6PM during certain times of the year.

The Chief can special call a BFU at anytime and the unit where BFU is quartered can bring it to scene.
