Today Tiller cabs are fully enclosed & heated...in the old days nothing but a seat & a steering wheel..... really old wooden Aerials had no Tiller windshield either.

I've seen a few fires on S.I. where HL118 either relocated to TL77, L82 & TL85. I also remember HL118 operating at a couple of the Gateway Nat'l Park (Hylan Blvd. & Bufallo) brushfires where they responded on the 4th & 5th alarms.

!55 and 78 would not be the normal rundown. That box is right around the boundary for 154 and 163 being 3rd or 4th due. Also, 83 would go WAY before 78.
