My first time hearing NYPD aviation make a radio communication like this. Were they just in the area when the fire broke out?
No any time a fire with a reports of people trapped NYPD esu is notified along with aviation over SOD / citywide frequency

Why does ESU need to be notified?

Do we really need more people getting in the way and hampering operations?
The calls are received by 911 dispatchers who are PD dispatchers and even though they transfer the call to Fdny dispatchers they still notify esu

Which is why Rescue Companies have PD Freq playing in quarters
