For those of you scoring at home- when an ABC is first due at a fire, the second arriving BC takes over the IC. The ABC becomes the All Hands or Fire Sector Chief.
Two ABCs are forbidden from working in adjoining battalions. But you could have a situation of two ABCs back to back.
