Odd yes, different yes. but none of us were on scene when the chief made the decision. One rational just might be that the place was a real s++t house mess and rather than hold one engine and one or two trucks to get to the bottom of the pile the chief opted to go to a single engine watch line. Other activity in the area could have also been a factor in getting companies back in service. Short of making a telephone call to the chief I doubt if we will ever really know. Yes EngCap, in my seventy five years ( 75 ) of being with, working with and closely following the department there shore has been a lot of changes, and some, darned hard to understand.

Where I come from the first due truck would still be doing that work on fire floor 30 min into the fire.  Unless the times are all messed up , there is no explanation.  Little embarrassing actually

Another could be reason is when the Fire Department responds and stretches a line into the house or apartment, technically, the FD has a kind of ownership of that property.  As long as a charged line is in that house or apartment that ownership remains.  Once the line is removed the occupants can lock the door and deny further entry.  If it was a suspicious fire and the Fire Marshalls where delayed, instead of keeping those companies there the Chief may have opted to bring in a fresh company just to watch that line.
