Doesn't E-3 have a HRN?

HRN is the duty of the 4th due engine on a 10-77.  If there is no HRN on initial assignment, one will be sent upon confirmation of a 10-77.  If one of the first 3 companies in have the HRN, again, the 4th due will retrieve the nozzle from the rig that has it and bring it up.

If one of the first 3 companies has a HRN, why don't they use it? Because they're expected to bring a line directly to the fire apartment?
