Passenger airplane skidded off the runway with fuel leak.

Automatic 2nd Alarm

1110 - QD - Delta flight with ruptured wing and fuel leak. Flight 1086 (Atlanta to LaGuardia)

1112 - QD - Flight is inbound.

1114 - QD - Plane skidded off of the runway.  Hit the fence and leaking fuel.

TL-138 FAST

1117 - R-4 - Being told that the plane is not in the water, just up against the fence.

1118 - Div. 14 - Transmit the 10-86. (Fluoroprotein Foam Operation)

1128 - Bn. 46 - Per Port Authority, all passengers have been removed from the plane.  This is not confirmed by FDNY units.

1132 - Bn. 49 - We have about 300 gallons of fuel down, all passengers have been evacuated, there are no serious injuries.

1139 - Div. 14 - Fuel spill is contained and covered in foam.  Duration 30 minutes.

1204 - FC per Car 9 - There were 130 passengers and crew.  All have been evacuated to the terminal.  There is an active airline fuel leak, FDNY foam units are assisting to mitigate the situation.  DWH - Duration 55 minutes.

1220 - FC - FDNY units are remaining on scene.  We have 3 task forces: 1. Foam Task Force - assisting to mitigate the fuel spill.  2. Water Relay Task Force - shuttling water from the nearest hydrant.  3. Medical Branch Task Force - assessing all passengers that are now in Terminal B.

1235 - FC - Satellite units and the Hose Wagon have provided a positive water source.  The are supplying Port Authority Crash Trucks and have water for FDNY units as needed.  DWH

1243 - FC - Port Authority advises of 16 minor injuries, 1 has been transported to Forest Hills Hospital.  A Reunification center is being set up at the Crown Plaza Hotel on Ditmars Blvd.  EMS will go there to assess the passengers.

1251 - FC - This will be an extended operation for the units on the tarmac who are cleaning up the fuel spill.  Units in staging will go 10-8 on their MDT units.  PWH - Duration 1 hour 41 minutes.

1258 - FC - Updated patient count, 22 green tag and 2 yellow tag.  The yellow tags have been transported to the hospital.

1400 - Div. 14 - Under Control - Duration 2 hours 50 minutes.

11:48 800 Mhz FDNY Ch 6B...D14 to Car 9 we want Hazmat, a water source (hose wagon and a pumper), and a foam unit out here. The EMS chief out here is telling me as of now he has no complaints of any injury

12:02 800 Mhz FDNY Ch 6B...Car 9A? to FC , Car 9 reports 1 Delta aircraft, 130 total passengers and crew, all accounted for and transported to the terminal. Aircraft has been moved off the runway to a bulkhead. We have an active leak of aviation fuel, in the process of bringing out Hazmat, foam, and hose wagons

12:07 800 MHz OEM Exec...OEM Car 6 to Dispatch...there are 125 passengers with 5 crew all accounted for. Part of the plane is overhanging into Jamaica Bay but no fuel is leaking into the bay, it is a small leak that is being handled by FD and PA

1210 800 Mhz OEM Exec...USCG Sector NY has been notified for a potential for a fuel spill into the bay. Car 2 to Dispatch, do not make that notification to Coast Guard, from now on notifications from the scene must be from, I repeat, must come from Car 6

12:11 PAPD LGA Patrol Ch...we have 1 patient to Forrest Hills for neck and back injury a unit was escorting them

12:13 PAPD LGA FF&Rescue Ch...82 is going to check out the hydrant and we will be escorting the hose wagon

12:14 800 Mhz OEM Exec Ch...setting up the FAC (Family Assistance Center) in Terminal D Baggage Level. Passengers on upper level and once they finish filling out paper work they can go down there

1216 800 Mhz FDNY Ch 6B...Car 9 to FC we are continuing to blanket the fuel with foam, fuel spill is approximately 1000 gallons. We are setting up a water relay from the closest hydrant. All passengers have been removed to the main terminal, EMS is with them, no reported injuries at this time, continue to be Doubtful

14:07 800 Mhz EMS HazTac Ops Ch...54Rescue we are at the Gate where the MCC and RAC unit were set-up, nobody has approached us yet. (Disp someone shoud be coming out to you momentarily)

14:08 800 Mhz OEM Exec Ch...all passengers are out of the holding center (Terminal Delta). All PAPD interviews have been finished and we will notify when the center is closed. All passengers are on the bus or getting their own transportation to the Plaza (14:09 first bus has arrived)

I the photos I have seen, all the foam carriers are the repurposed Mack CF's. Any idea when these will be replaced with the new foam carriers?  It is great to see the old CF's working!
