On an incident such as this one, why wouldn't a 10-77 be transmitted?

Because in New York a 10-77 (high-rise assignment) is normally only assigned for buildings that are taller than the reach of the truck companies and when the fire is above their reach or if other other special conditions warrant it.

Ok, I thought since the building was 23 stories and it was a working fire, the 10-77 was warranted.
