Receiving report of an occupied elevator that fell 3 floors into the basement.

07:04 hours
Battalion 7: NYPD is on the scene and has the occupants out.  Notify EMS we need additional buses.

07:07 hours
BC7: We have Rescue 1 and Squad 18 on scene, you can return all other special units.

07:16 hours
BC7: At this time, we have 15 injured occupants removed from the elevator.  3 require backboards, the rest are walking wounded.  Notify Buildings Dept. to respond, the elevator fell 3 stories into the cellar.  Also special call 2 additional CFRD engine.

BC7: We'll be operating at Box 579 going 10-99 assisting EMS

How did NYPD beat E3/L12 into their home box unless there was a delayed notification to FD.
This is particularly disturbing because FD is supposed to have single command at elevator emergencies.

At  one  time,  only  certain  Engine  Co.?s  were  CFRD,  now  every  Engine  is.However,  When  they  get  assigned  to  a  Box  as  ?CFRD?    they  know  that  there  assignment will  be  to  assist.  in  Medical  due  to  10 -45?s  involved,  or  on  major  accidents  with  entrapment.

There  is  also  a  CFRD  assigned  on  all  High  Rise  Bldg  fires.
