The fire building is at least 200 meters inland from (and at an elevation of probably at least 75 feet above) the Hudson.  Additionally, the DiMaggio (West Side) highway is between the building and the water.  I think that back in the 1950's or '60's boats responded to some boxes as far inland as one block, but that's not the case any longer.
