As you can see initial call appeared very troublesome and turned out to be a very minor situation - UCT problem??

Sounds like either a UCT or a translation problem considering it's a coal fired Con-ED plant, probably doesn't even have any radioactive materials on site!  :

I agree - only nuclear plant Con Ed was involved with is the Indian Point one which I believe is now owned by a different entity etc.
