What is with the passenger car wheel  sitting on the rear bumper?  The way it is notched out my guess is edge protection?

You can put it next to a tire you're trying to stretch around.  It keeps it from rubbing on the tire and slowing you down and also when the line charges it won't whip under the tire and become pinched.
