Why was a 10-77 not transmitted on this box? Who makes the call, the officer in charge or the dispatcher?

It is the call of the IC.

However, if the building is  7 stories or taller, and a multiple alarm is transmitted, the Dispatcher transmits the multiple, and then the 10-77 or 10-76 depending on occupancy.
