What is the Salvage Wagon? No Rescue response until the second alarm or were they unavailable on the initial alarm?

Newark established Salvage Co 1 in 1951 when the Underwriters Protective Association was discontinued. The apparatus was listed as Engine 38.

Salvage Co 2 was established in 1957 and the apparatus was listed as Engine 39.

On 4 engine 1st alarms, Rescue responded on the 1st.
On 3 engine 1st alarms, Rescue responded on the 2nd.
Usually that is - Station 3148 was different

Lot of Disbanded Co's over the years, what happened to L14 and L13? Can't find em on the list of Disbanded Co's.

The late 1920's proposal was for L13 with E21 which was going into a new station on 18th Ave in 1932. Instead L12 and E26 joined them.
L14 was proposed for E19.

In the 1960's, a ladder was again proposed at E19. This time it was L13, and again, it didn't happen.
