FDNY COMMUNICATIONS MANUAL:

CHAPTER 8 Communications Manual, Chapter 8, titled Radio Communications dated July 8, 2008, is amended, as follows:

Delete: Section 8.4.3

Insert: New Section 8.4.3, to read:

In the event a first call is not acknowledged within 30 seconds, press the handset button and repeat the call. Do not make more than three attempts to contact the dispatcher. If the third call is not acknowledged, assume the radio is inoperative and transmit your message from another mobile or portable radio if possible.

If no radio response is received after three attempts have been made from another mobile or portable radio, or there are indications of a problem with the borough radio frequency (dead air), the member operating the radio shall switch the mobile or portable radio to zone labeled (8-FIRE DISP BU) and select their appropriate borough channel.

The 8-FIRE DISP BU zone contains 800 MHz trunked backup dispatch channels monitored by the respective borough dispatchers. These 800 MHz backup dispatch channels should be used during tropospheric ducting interference events when field units are unable to contact the dispatcher via the main dispatch channel. During severe tropospheric ducting events, field units may be instructed to switch to the 8-FIRE DISP BU zone and prepare for a roll call.

Should the above instructions not work, field units should contact the borough dispatcher via telephone.

Affected pages 5-12 (Rev. 06/22/23) reflecting this change have been issued and forwarded to all Bureaus and Divisions for equal distribution to all units under their command.
