Probably the same. We have a different color designations based upon certification and qualifications. Our Yellow helmets are FF1 certified, black helmets are probies or those with time just waiting certification. I think Baltimore County still have vollys and paid in some stations so that may be there way of designation. I honestly can't remember since it has been a few years since I was in a BC house. Hope that helps.
