Borough Commands

What is the point of the Borough commands? What incidents do they respond to? Why do they have vehicles like the ones in the photos? Thanks.

I believe most of the Boro Command Vehicles are utilized as messenger type vehicles, transporting equiptment and gear around the boro they are assigned, the smaller gator type vehicles I believe are utilized for special events
