The pictures certainly don't show $1 million worth of damage!  Nothing caved in and only a small section of the roof was even damaged.  Sounds like somebody gets throughout a number instead of really thinking about it.  Of course we are talking about government dollars not real ones so there's at least a factor of 10!

Chief's estimate was $50K.  Engineers upgraded estimate to $1M.  Maybe large section of rubber roof needs to be replaced?

Engine 8 and Ladder 1 - 1st due - firehouse about a block away from entrance to USCG base entrance.

The chief estimate sounds a lot more reasonable.  You could roof that entire building with membrane roofing for less than a quarter of 1 million!  The engineers must work for the government!
