Report from NYPD Aviation of an aircraft down on the ground in the Fresh Kills Landfill E154 says no injuries appears to be mechanical failure, Bc23: units to continue in on a 10-20

B23,DIV 8,R5,TSU2,Res/Saf Batt/HazMat 1 and HM Batt,154 Foam,E163 with Purple K 163,Comm Tact Unit,MERV.
No Inj's, no incident 1256hrs according to E154.
Was a small Piper Cup Plane.

This was a Banner Towing plane. The plane is in the landfill and the banner has landed on the West Shore Pkwy. Pilot is out and walking around.
