A quick question from the UK, reading COD Leonard's background, I notice he was Deputy Assistant Chief before he was promoted to COD.  In doing so he jumped the rank of Assistant Chief, is that normal practice in the FDNY to jump a rank ?

All ranks above Deputy Chief are basically political and not earned via a civil service test, even COD is now appointed,  the title was at one time the highest promotion attainable but was negotiated away into a political appointment. So yes you can skip from DAC to COD without ever being AC. It?s all up to Commisioner and Mayor

Chief of Department must be a deputy chief or higher. Deputy Chief is last civil service title. When there was test and list, we had  some go from deputy straight to C of D. Even then, FC could pick one out of top three ( civil service law).
Staff chiefs can jump rank. Technically can also go back to deputy chief, being that was there last civil service rank. Was not unheard off 20 years ago. Hasn?t happened since
